Airsoft Laws in Finland – What Every Player Needs to Know

Airsoft is a fast-paced and engaging hobby in which safety, responsible behaviour and shared rules are essential. Every player should also understand the laws that apply to airsoft in Finland.

A standard airsoft gun firing 6 mm plastic BBs does not require a firearms permit issued by the police. However, airsoft replicas are still subject to rules concerning matters such as sales to minors, transportation, possession in public places and where airsoft may be played.

This guide explains the most important airsoft laws, age restrictions and practical rules in Finland in an easy-to-understand format.

1. Do you need a permit for an airsoft gun in Finland?

You do not need a firearms permit issued by the police to purchase, own or possess a standard airsoft gun firing 6 mm plastic BBs.

A standard airsoft gun is not considered a firearm under the Finnish Firearms Act. Under the Act, a firearm is a device capable of firing projectiles by means of gunpowder gas, primer compound or another form of explosive pressure.

Depending on the model, an airsoft gun operates using an electric motor, mechanical spring, compressed air or gas. Standard airsoft guns fire 6 mm plastic BBs and do not use explosives to propel the projectile.

Although an airsoft replica is not a licensed firearm, it may look almost identical to a real firearm. For this reason, its handling and transportation are subject to the Finnish Public Order Act.

Is an airsoft gun considered a high-powered air gun?

A standard airsoft gun firing 6 mm plastic BBs is not considered a high-powered air gun under the Finnish Firearms Act.

Under the Firearms Act, a high-powered air gun is a device manufactured in or after 1950 that operates using compressed air or another compressed gas and:

• has a minimum internal barrel diameter exceeding 6.35 millimetres; and
• is designed and intended to fire metal projectiles.

A standard airsoft gun uses 6 mm plastic BBs and therefore does not meet the legal definition of a high-powered air gun.

Is there a statutory airsoft power limit in Finland?

Finland does not have a general statutory joule limit for standard airsoft guns firing 6 mm plastic BBs that would automatically turn an airsoft gun into a licensed firearm when exceeded.

Airsoft fields and event organisers do, however, set their own power limits. You must always follow the field's joule limits, minimum engagement distances and weapon-class rules.

An airsoft replica must not be modified to fire metal projectiles or used for a purpose for which it was not designed. An unusually constructed or substantially modified device may be subject to different legislation.

2. Airsoft age limits in Finland

There is no general statutory age limit of 18 for playing airsoft in Finland. Airsoft fields and event organisers may nevertheless set their own age restrictions and require younger players to have a guardian's consent or supervision.

There is, however, a clear age restriction concerning the sale and permanent transfer of airsoft guns. Under Section 11 of the Finnish Public Order Act and guidance issued by the Finnish Safety and Chemicals Agency, an airsoft gun must not be sold or otherwise permanently transferred to a person under 18 without the consent of their guardian.

What does permanent transfer mean?

Permanent transfer means that an airsoft gun is transferred into the ownership or permanent possession of a minor. This may include:

• selling an airsoft gun;
• transferring a used replica;
• giving an airsoft gun as a gift; or
• another arrangement in which the replica remains permanently in the minor's possession.

The guardian's consent is required regardless of whether the transfer takes place in an airsoft shop, through an online store or between two private individuals.

Can a minor buy an airsoft gun online?

An airsoft gun may only be sold to a minor with the consent of their guardian. This applies to purchases made both in physical shops and online stores.

The seller must be able to verify the guardian's consent reliably. According to the Finnish Safety and Chemicals Agency, the guardian must be identifiable and may, for example, be contacted by telephone when necessary.

A minor's own statement that their guardian has given permission may not be sufficient if the seller cannot verify the consent.

Can a used airsoft gun be sold to a minor?

The same rule applies to private sales of used airsoft guns. An airsoft replica must not be sold or permanently transferred to a person under 18 without the consent of their guardian.

A private seller should verify the buyer's age and the guardian's consent before completing the sale.

Can an airsoft gun be given to a minor as a gift?

Yes, but giving an airsoft gun as a gift is considered a permanent transfer under the law. The consent of the minor's guardian is therefore required.

3. Transporting an airsoft gun in a public place

Airsoft replicas often resemble real firearms so closely that a bystander or police officer may not be able to tell the difference.

Section 10 of the Finnish Public Order Act prohibits the possession of objects that bear a deceptive resemblance to a firearm in a public place. An airsoft replica falls into this category when it resembles a real firearm.

The law contains an exception where possession is necessary for work or another valid reason.

What is a valid reason for transporting an airsoft gun?

A valid reason may include transporting an airsoft gun:

• from home to an airsoft field and back;
• to an airsoft shop or repair service;
• from a shop to your home;
• to an agreed sale or trade meeting;
• to an authorised airsoft event; or
• to another justified destination connected with the hobby.

Having a valid reason does not mean that the replica may be carried openly. The airsoft gun must be transported inside a closed bag, case or package so that it cannot be seen by bystanders.

There must be a genuine reason for carrying the replica. An airsoft gun should not be carried around a town, shopping centre or another public place for entertainment or simply as a precaution.

How to transport an airsoft gun safely

• Transport the replica in a closed bag or case that covers it completely.
• Make sure that the barrel, stock or any other part is not visible.
• Remove the magazine before transportation.
• Make sure that there is no BB in the barrel or hop-up unit.
• Disconnect the battery from an electric airsoft gun whenever reasonably practical.
• Follow the manufacturer's transportation instructions for gas-powered replicas and gas magazines.
• Keep the replica packed while in car parks and when walking from your vehicle to the playing area.
• Do not open the gun bag on a street, at a station, at a petrol station or in another public place.
• Travel reasonably directly to your destination.

Removing the magazine or battery does not make a realistic replica appear harmless to a bystander. The replica must still remain completely concealed.

Purpose-built airsoft gun bags and cases protect the replica and help prevent misunderstandings.

Can an airsoft gun be transported in a car?

An airsoft gun may be transported in a car when there is a valid reason for doing so. The replica should be kept inside a closed bag in the boot or another location where it cannot be seen from outside the vehicle.

Do not leave an airsoft gun visible on a car seat or inside an uncovered luggage compartment. A visible replica may result in an emergency call and may also attract thieves.

The replica should not be stored in the vehicle unnecessarily after the journey has ended.

Can an airsoft gun be transported on a bus or train?

An airsoft gun may be transported on public transport when there is a valid reason for the journey and the replica remains completely concealed inside a closed bag throughout the trip.

The replica must not be taken out during the journey. You should also check the transport operator's own terms and conditions in advance.

Can an airsoft gun be transported in a backpack?

A backpack may be used if the replica fits entirely inside it and no part of the replica remains visible. The bag must remain closed throughout the journey.

A long airsoft gun must not protrude from the backpack, even partially. A closed airsoft gun bag is the safest option for a long replica.

What happens if an airsoft gun is visible in public?

A bystander may reasonably mistake an airsoft replica for a real firearm and contact the emergency services. The police must then prepare for the possibility that the weapon is real.

The situation may result in several police patrols responding, seizure of the replica, a fine and, in the worst case, a serious dangerous situation. Finnish police have issued fines for carrying pellet guns openly in public places.

If the police stop you, remain calm, keep your hands visible and follow their instructions. Do not touch the gun bag or attempt to take out the replica to demonstrate that it is not a real firearm.

4. Where can you play airsoft in Finland?

Airsoft cannot be played just anywhere. Organising an airsoft game on property owned by someone else requires permission from the landowner or lawful occupier.

Finland's everyman's rights allow people to move through and temporarily stay in natural areas within certain limits, but they do not grant the right to organise an airsoft game on another person's land.

Airsoft involves shooting, movement, noise, equipment and safety risks. The activity may also prevent other people from using the area normally. Permission must therefore be obtained before playing.

The safest option is to attend games organised by an association, club or company at an official airsoft field. Permission and safety arrangements have already been handled at these locations.

Can airsoft be played in any forest?

No. Even an apparently empty forest has an owner, and their permission is required before playing.

The same applies to locations such as:

• gravel pits;
• old industrial sites;
• apparently abandoned buildings;
• municipal recreation areas;
• nature reserves; and
• other apparently unused locations.

Entering a building or restricted area without permission may be prohibited even when the location appears abandoned. An apparently abandoned building still has an owner and may also be dangerous.

Can airsoft be played in your own garden?

Playing on your own property may be possible, but ownership does not remove your responsibility for safety or disturbance caused to neighbours.

You must make sure that:

• BBs cannot leave your property;
• there is a sufficient and reliable BB stop behind the firing direction;
• bystanders, children and animals cannot enter the firing area;
• the activity does not cause unreasonable noise, fear or other disturbance;
• the replica cannot be seen from the street, neighbouring properties or other public locations; and
• local regulations and housing-company rules are followed.

Using an airsoft gun in a densely populated area, apartment-building courtyard or another location with frequent pedestrian traffic is not a safe or sensible option.

What is required from a safe airsoft playing area?

Permission from the landowner is not enough if the activity causes danger or unreasonable disturbance. The playing area must be arranged so that BBs cannot leave the site and bystanders cannot accidentally walk into an active game.

At a responsibly organised playing area:

• the boundaries of the playing area are clearly defined and marked;
• appropriate warning signs and access control are in place;
• safe zones and firing directions have been planned in advance;
• unauthorised access to the active playing area is prevented or quickly detected;
• airsoft gun power levels are measured according to the field rules;
• eye protection is always worn in the required areas;
• the environment, wildlife and nearby residents are taken into consideration; and
• BBs and other waste are handled as responsibly as possible.

5. Storing an airsoft gun at home

The storage requirements that the Finnish Firearms Act applies to licensed firearms do not apply to a standard airsoft gun firing 6 mm plastic BBs.

The owner is nevertheless responsible for ensuring that the replica does not fall into the hands of children or other unauthorised people and does not cause misunderstandings.

Recommended storage practices include:

• store the replica in a gun bag, cabinet or another protected location;
• keep it out of reach of young children and unauthorised people;
• remove the magazine and make sure that there are no BBs inside the gun;
• disconnect the battery from an electric airsoft gun during storage;
• store batteries according to the manufacturer's instructions;
• store gas containers and gas magazines at a safe temperature; and
• do not leave the replica visible through a window, from a balcony or near an exterior door.

Displaying an airsoft replica inside your home is not prohibited. However, it should be positioned so that it cannot be seen through a window and cannot be accessed by children or unauthorised people.

6. Protective equipment and player responsibility

The Finnish Safety and Chemicals Agency emphasises that a plastic pellet gun is not a toy. A BB can cause a serious injury if it strikes an eye, tooth, ear or another unprotected area.

Finnish law does not contain one general provision specifying the exact type of eye protection that must be used in all recreational airsoft activities. Game organisers and airsoft fields define acceptable protective equipment in their own rules.

Appropriate eye protection designed for airsoft is always essential. Ordinary prescription glasses or sunglasses do not provide sufficient protection against airsoft BBs.

Only use undamaged, reliably tested airsoft goggles or protective masks that comply with the rules of the playing area. In addition to eye protection, younger players should use a full-face mask or separate lower-face protection.

Every player is responsible for their own actions and for ensuring that an airsoft gun is not used in a way that endangers other people. Never shoot at someone who is not participating in the game or who is not wearing appropriate protective equipment.

7. Biodegradable BBs, PLA and environmental responsibility

Finland does not have a general nationwide law requiring biodegradable airsoft BBs to be used in every game. However, the playing field, game organiser or landowner may determine which BBs are permitted in the area.

Many outdoor fields require BBs marketed as biodegradable. Always check the field rules before playing, as conventional plastic BBs may be prohibited entirely.

What does a biodegradable airsoft BB actually mean?

The term biodegradable BB has long been used in airsoft, particularly for PLA-based BBs. PLA, or polylactic acid, is a plastic that is often manufactured from renewable raw materials, but being bio-based is not the same as biodegrading in nature.

PLA-based airsoft BBs do not completely biodegrade in Finnish natural conditions. PLA compostability requires specific conditions that are typically found in industrial composting facilities, including sufficiently high temperatures, moisture and active microbial activity.

The conditions found in Finnish forests, fields and other soils do not correspond to industrial composting. PLA-based airsoft BBs should therefore not be regarded as BBs that biodegrade in nature.

Surface wear, brittleness or fragmentation into smaller pieces does not mean that the material has completely biodegraded. PLA that has broken into smaller plastic particles is still plastic remaining in the environment.

PLA-based airsoft BBs were previously commonly sold as biodegradable BBs because manufacturers used labels such as BIO or biodegradable on their products. We have renamed these products PLA-based airsoft BBs so that the name does not give a misleading impression of how they behave in Finnish natural conditions.

Compostability and conditions required for degradation: The BIO marking on the packaging is the manufacturer's product marking and does not mean that the product will degrade quickly in natural conditions. Any potential compostability requires specific treatment conditions and typically industrial composting.

What is the difference between PLA-based BBs and TerraBB TRUEBIO BBs?

Airsoft BBs traditionally marketed as biodegradable have usually been made from PLA-based plastic. TerraBB TRUEBIO BBs instead use a bio-based PBS polymer.

TerraBB TRUEBIO has been developed specifically for airsoft use and for conditions in which fired BBs remain in the soil. The polymer grade has been selected so that it can degrade at temperatures lower than those used in industrial composting.

The polymer grade used by TerraBB has TÜV OK compost HOME certification. The certification applies to the polymer raw material used in the BBs.

A finished airsoft BB also contains fillers required to achieve the necessary weight, durability and accuracy. The finished TerraBB BB has not currently been granted a separate product-level compostability certificate.

TerraBB TRUEBIO is currently the only airsoft BB in the Atom Airsoft range that has been specifically developed to degrade under natural and lower-temperature conditions. It is therefore fundamentally different from the PLA-based BBs that have long been marketed as biodegradable.

Can any type of biodegradable BB be used at an airsoft field?

Not necessarily. The playing field, event organiser or landowner may decide which BBs are permitted. The rules may restrict factors such as BB material, manufacturer, weight or colour.

A BIO, biodegradable or compostable label on the packaging does not guarantee that the BB meets the requirements of a particular playing area. Always check the field rules before playing.

Is an airsoft gun a toy?

No. According to the Finnish Safety and Chemicals Agency, air guns, paintball guns and plastic pellet guns are not toys. The user is responsible for ensuring that the airsoft gun does not cause danger to themselves or other people.

Is eye protection mandatory?

Finnish legislation does not specify one particular type of eye protection for all recreational airsoft activities. In practice, appropriate eye protection designed for airsoft is always essential, and playing fields require approved protective equipment.

Can an airsoft gun be ordered from abroad to Finland?

A firearms permit is not required to order a standard airsoft gun firing 6 mm plastic BBs to Finland.

The person placing the order is nevertheless responsible for ensuring that the product complies with Finnish law. A product described as an airsoft gun by a foreign online retailer does not automatically have the same legal classification in Finland.

Devices that fire metal projectiles, have a larger calibre or otherwise differ from standard airsoft guns may be subject to different legislation. If the classification is unclear, contact the Finnish police or Customs before placing the order.

Can an airsoft gun be taken abroad?

Airsoft legislation varies considerably between countries. The fact that a standard airsoft gun does not require a permit in Finland does not mean that the same replica is permit-free or otherwise legal in another country.

Before travelling, check at least:

Can an airsoft gun be taken on an aeroplane?

An airsoft gun may only be taken on a flight when the airline approves its transportation and all requirements of the departure country, destination country and any transit countries are met.

A realistic airsoft replica must not be packed in hand luggage or taken through security as ordinary baggage. For security purposes, airlines treat airsoft guns as firearms or replica firearms.

What does Finnair say about transporting airsoft guns?

Finnair's transportation conditions for sporting and hunting firearms also apply to replica firearms, airsoft guns and paintball guns.

The following requirements apply on a Finnair flight:

• Finnair's approval must be requested in advance.
• If the flight has already been booked, the airsoft gun can be reported to Finnair through its chat service.
• Processing a special-baggage notification may take up to one week.
• An airsoft gun must not be carried in hand luggage.
• The replica must be transported in the aircraft hold.
• The airsoft gun must be unloaded and packed in a sturdy container.
• The magazine must be removed and all BBs must be removed from the gun.
• A lockable, impact-resistant and internally padded hard gun case is the recommended packing method.
• A gun case may contain a maximum of two long guns or five handguns.
• Baggage containing guns cannot be checked in on the evening before departure.

At the time this article was updated on 2 July 2026, Finnair listed a transportation fee of €60 per gun case and per one-way journey on domestic Finnish, Scandinavian, Baltic and other European flights. The fee includes one gun case weighing no more than 23 kilograms.

Prices and transportation conditions may change. Always confirm the current fee and obtain approval directly from Finnair before travelling.

If your journey includes flights operated or marketed by another airline, check the conditions of every airline involved. Finnair's approval does not automatically mean that another airline will accept the airsoft gun.

How should airsoft batteries be packed for a flight?

The LiPo or Li-ion battery should be removed from the airsoft replica before the replica is packed in checked baggage.

A removed lithium battery is considered a spare battery and must therefore be transported in hand luggage. Finnair does not permit spare lithium batteries in checked baggage.

• Check the battery's watt-hour rating, marked as Wh.
• A lithium battery rated at no more than 100 Wh may be carried in hand luggage without prior approval from Finnair.
• Batteries exceeding 100 Wh are subject to separate approval and quantity restrictions.
• Protect the battery connectors against short circuits using tape or a connector cover.
• Pack each battery in a separate protective bag, case or its original packaging.
• Do not take a damaged, swollen or otherwise defective battery on a flight.

Can green gas bottles or CO2 cartridges be taken on a flight?

Finnair lists both empty and full gas cylinders as prohibited in hand luggage and checked baggage unless they fall under a separately approved exception.

Do not pack green gas bottles, CO2 cartridges or other gas containers used in airsoft. Purchase the required gas at your destination.

Do not assume that gas magazines or HPA tanks are automatically permitted, even when emptied. Request written confirmation from the airline before travelling with them.

Checklist for flying with an airsoft gun

1. Check the airsoft legislation of the destination country and any transit countries.
2. Check the event and playing field rules concerning power, BBs and equipment.
3. Request approval from every airline operating flights on the journey.
4. Keep the approval in writing.
5. Pack the unloaded and safely prepared replica in a sturdy, preferably lockable hard gun case.
6. Remove the magazine, battery and all BBs.
7. Carry removed lithium batteries in hand luggage with their connectors protected.
8. Leave green gas bottles, CO2 cartridges and other gas containers at home.
9. Arrive at check-in earlier than usual.
10. Inform the check-in staff about the gun case.
11. Do not take the replica out at the airport unless specifically instructed by staff.
